May 22, 2026
Operation Thoofan – Phase 2 (Operation Thoofan 2.0)
Operation Thoofan 2.0 represents the second phase of anti-drug initiatives in Kerala. While the first phase primarily focused on police action against drug distribution networks, this second phase prioritizes preventing drug use at the grassroots level through public participation, early intervention, and ensuring access to treatment and rehabilitation.
The second phase commenced on September 28, 2026. The project is being implemented through the coordination of Local Self-Government Institutions, the Kerala Police, Kudumbashree, and the Departments of Health, Education, Social Justice, and Youth Affairs.
Key Objectives
Reducing the demand for drugs – Preventing drug use through awareness campaigns and social interventions.
Early intervention – Identifying individuals and families at the onset of drug use and providing necessary assistance.
Treatment and rehabilitation – Bringing those addicted to drugs back to a normal life through medical treatment, counseling, de-addiction services, and social support.
Enhancing public participation at the ward level – Making each ward a fundamental unit of anti-drug activities.
Protecting students and the youth – Strengthening anti-drug activities and clubs within schools and colleges. Activities Implemented at the Grama Panchayat Level
A key feature of 'Operation Toofan 2.0' is that its activities extend beyond police stations to reach wards, households, and institutions.
'Toofan' Grama Sabhas – Special Grama Sabhas will be organized in every ward to discuss drug-related issues and devise preventive measures.
Ward-level Public Vigilance Committees – These committees will monitor the threat of substance abuse at the local level and coordinate preventive activities.
Door-to-door Awareness Campaigns – Awareness programs regarding the harmful effects of substance abuse will be conducted, involving families.
School/College Activities – Anti-drug initiatives will be organized with the participation of students, teachers, and parents.
'Toofan Care' – A system to provide treatment, counseling, rehabilitation, and ongoing support to substance users and their families.
Confidential Information Sharing – Systems will be expanded to allow the public to securely report information regarding drug sales or distribution to the authorities.
Youth Participation – Youth will be increasingly engaged in constructive areas such as sports, arts, and cultural activities. Panachikkad Panchayat
In Brief
Operation Toofan 2.0 = Legal Action + Awareness + Public Participation + Early Intervention + Treatment + Rehabilitation.
In other words, the second phase is envisioned as a people-oriented initiative that combines legal action against drug peddlers with measures to prevent the very conditions that lead to drug use, while also bringing affected individuals back to a normal life through treatment and social support.
